Through what is called the “revolving door” in the building of non-governmental think tanks, and the exploration and reform of think tanks through “Four Confidences”, Chinese think tanks will be in a better condition and have more talents to participate in international communications and competitions. There they can continually exhibit the country’s “soft power” while gradually obtaining leading positions in the global opinion market. Therefore, from “China Self-confidence” to “International Credibility,” China’s non-governmental think tanks will come right on time and will have much to do.

On November 8, 2012, when addressing the 18th CPC National Congress, Hu Jintao put forward, for the first time, the requirement that we should steadily advance public diplomacy and cultural exchanges, indicating that public diplomacy in China has been elevated to a national strategy. Since the 18th CPC National Congress, President Xi jinping has applied Chinese wisdom to open global public classes regarding Chinese culture around the world, which has been advancing China’s public diplomacy and the building up of rights of discourse in the international community. The “Belt and Road” Initiative has created favorable conditions and opportunities for the full development of China’s public diplomacy. Since then, development of China’s public diplomacy that had already made steady headway has been put on a fast track for more comprehensive, faster and sounder development. Foreign affairs etiquette, which is part of cultural and people-to-people exchanges, has contributed positively to the sound development of foreign diplomacy. As reflected in the scale and trend of cultural communication of foreign affairs etiquette since the 18th CPC National Congress, public diplomacy has developed as never before in both scale and levels.

Since the 18th CPC National Congress, the leadership of the CPC Central Committee , has carefully coordinated China’s domestic and international efforts, worked out the overall plan of development and security issues, and engaged in public diplomacy in an active way. Combining conventional public diplomacy led by the government and unconventional public diplomacy led by non-governmental organizations, the leadership of the CPC Central Committee has proactively shaped and guided the “China view” held by the international community, safeguarded China’s overseas legal rights, expanded understanding of China and foreign countries, and sought further policy clarity. Public diplomacy has blazed a path for major-country public diplomacy with Chinese characteristics, with its position and role in China’s foreign policy reaching unprecedented heights.

2016年12月3日，察哈尔大讲堂走进高校活动在中国青年政治学院举办，此次讲堂主题为“中国公共外交之旅：游在南亚”。察哈尔学会秘书长、中国驻法国斯特拉斯堡前总领事张国斌，巴基斯坦驻华大使馆政治处参赞Shozab Abbas，北京外国语大学亚非学院乌尔都语教研室主任周袁，北京大学国际关系学院博士后徐庆超，中国青年政治学院一带一路青年研究协会副秘书长丛培影出席了此次活动。

2016年12月4日至5日，由国务院新闻办公室和外交部共同举办的“纪念《发展权利宣言》通过30周年国际研讨会”在京召开。在会议研讨阶段，察哈尔学会秘书长、中国驻法国斯特拉斯堡前总领事张国斌以《通过国际合作，促进发展权的路径》为主题发言。

2016年12月8日，察哈尔圆桌（第46期）暨《智库是怎样炼成的：国外智库国际化案例研究》新书发布会在北京举行，此次圆桌主题为“外国智库国际化经验及启示”。该书由江苏人民出版社出版，察哈尔学会高级研究员柯银斌、研究员吕晓莉主编。发布会由本刊编辑部副主任、察哈尔学会副秘书长马文生主持。江苏人民出版社总经理徐海，察哈尔学会高级研究员余万里、贺文萍，察哈尔学会研究员赵瑞琦、李巍，以及来自国内主要媒体的十余位记者参加了此次会议。

2016年12月8日，察哈尔学会主席韩方明博士讲述班禅法脉爱国爱教的百年历史和九世班禅在察哈尔地区的故事。

2016年12月12日至17日，应当地政府、企业邀请，察哈尔学会秘书长张国斌率学会理事会理事在留尼汪和毛里求斯对部分项目进行了商务考察，并与当地企业建立了合作关系。

2016年12月13日，由察哈尔学会与韩国议政府市共同举办的“2016察哈尔.议政府公共外交和平论坛”在韩国首尔开幕。察哈尔学会的20余位代表以及韩国京畿道、议政府市的180余位政府官员、专家学者，300多名观众，共同参加了此次论坛，就中韩关系和平发展及两国公共外交事业，进行了深入交流。

2016年12月16日，察哈尔学会高级研究员、武汉对外文化交流协会副会长、《长江日报》高级记者余熙，在明斯特市政厅著名的和平大厅会见了德国明斯特市市长维汉姆松博士，并向市长赠送了探访武汉20座国际友城后撰写的长篇纪实文学中外文版著作。随后，在市政厅二楼会议室，余熙举行了主题为“中国黄鹤楼”和“中国油画中女性和青年的故事”两个主题的公共演讲活动。

2016年12月17日，由光明日报社、南京大学主办，南京大学中国智库研究与评价中心、光明日报智库研究与发布中心承办的2016中国智库治理论坛在南京大学举行。会上发布了我国首个智库垂直搜索引擎和数据管理平台——中国智库索引（China Think Tank Index, CTTI），这也是目前中国在智库领域最具全面性和参考价值的系统。察哈尔学会作为非官方的外交与国际关系智库，经过全国各省市自治区哲学社会科学规划部门和高校社科管理部门推荐、业内专家评审，正式入选了中国智库索引（CTTI）来源智库。

2016年12月20日，由北京市海淀区政府、政协领导组织的上庄镇特色小镇建设调研组一行对察哈尔学会北京总部所在地——适园精舍进行了调研参观。前来调研的领导有北京市海淀区政协主席傅首清、区政协副主任丁志明、上庄镇党委书记刘涵和区金融办主任唐颖等。察哈尔学会秘书长张国斌、副秘书长马文生接待调研组并做了关于发展公共外交，建设公共外交特色小镇的建议报告。

2016年12月23日，中国人权研究会第四届全国理事会第一次会议在北京召开，察哈尔学会秘书长张国斌当选为常务理事。

2016年12月27日，中国公共外交协会2016年理事会年会暨专门委员会成立大会在北京举行，龚建忠副会长宣读了李肇星会长致辞，吕凤鼎副会长向理事作了2016年协会工作报告及2017年工作计划。大会表决通过外交部新闻司赵希源参赞兼任协会秘书长。

2016年12月22日至29日，经我驻印度使馆推荐，中国公共外交协会接待了印度德里大学新闻系和中文系学生记者访华团。代表团一行十人先后访问了北京、贵阳、广州三地。
